The application of smart water meters is made possible by the presence of urban operation centers in every district and subdistrict of Shanghai. These urban operation centers operate 24 hours a day and have established a “single-network integrated management” platform that enables real-time transmission of data. If any issue is detected, information will be immediately sent via the government WeChat app to the designated contacts—such as the contact person for the elderly person living alone, neighborhood committee officials, and even the individual’s family members. Typically, these contacts include volunteers from the building or residential community. They will promptly visit the resident’s home. Should they identify any concerning situation, they’ll immediately notify our backend team, and emergency services like 120 or other relevant authorities will rush to the scene at the earliest opportunity.

Where did the idea of installing smart water meters for elderly people living alone come from?
We usually have a one-on-one contact mechanism for elderly residents, but we later realized it’s simply impossible to provide round-the-clock, 24-hour care. So how can we promptly keep track of their status and offer them timely care? During the pandemic, we found that installing door magnetic sensors could help us monitor certain real-time information. That’s when we started thinking: Could we use this kind of approach to keep track of the elderly’s status more effectively? As it happens, China Telecom and the water utilities department are both located in my district. So together with the civil affairs department, we’ve been discussing with them whether we could leverage these modern technological tools to address this issue. 
Can it be promoted nationwide?
The case from Changning District is, in fact, a practical application of smart elderly care that has now reached a mature stage. It can be further promoted nationwide. Although the technology behind smart water meters isn't particularly complex nor constitutes a groundbreaking technological innovation, its application in the elderly care sector demonstrates the company’s genuine commitment and thoughtfulness. Underlying this initiative is a comprehensive elderly care service system—from identifying issues through smart water meters to transmitting data online, where the backend network processes the information, and then volunteers and professionals provide on-site services. Building such a complete system requires much more than simply installing smart water meters; it demands the development of an integrated, well-coordinated ecosystem.
Although smart water meters are technically cold and impersonal, the human compassion they embody is warm and heartfelt. It’s precisely at this moment that technology acquires a human touch—enabling elderly individuals living alone to feel secure and at ease, without worrying about their safety. It also helps alleviate the anxiety of their children. All of this doesn’t just require cooperation between families and governments; it also calls for businesses that are socially responsible and genuinely caring.
