Why is tiered water pricing being implemented?
When the Price Bureau announces water prices, it always explains that a tiered pricing system is being adopted. In April 2002, the State Commission for Discipline Inspection of the Chinese State Council, the Ministry of Water Resources, and other relevant authorities jointly issued the "Notice on Further Promoting Urban Water Supply Price Reform," calling for further advancement of urban water supply price reform. The Price Bureau of Chengde City also issued the "Notice on Implementing Tiered Water Pricing for Residential Water Use," which took effect starting from July 2015. Below, we’ll explain why the tiered water pricing system is being implemented.
Tiered water pricing refers to a system in which tap water is billed based on tiered metering and progressive surcharges for consumption exceeding a predetermined quota. If water usage stays within the basic quota, the standard water rate applies. However, if the amount of water used exceeds the basic quota, the excess consumption is charged at a higher rate corresponding to the next tier. Tiered water pricing can be categorized into two types: increasing-tier and decreasing-tier pricing. In an increasing-tier pricing system, the water price rises as water consumption increases; conversely, in a decreasing-tier pricing system, the water price falls as water consumption grows. The term "tiered water pricing" commonly refers to the increasing-tier pricing system, which is designed to limit users' water consumption and reduce overall water resource usage.
