Heating Fee Payment Methods for Chengde Urban Area
Heating payment deadline is November 15.
I. Resident Payment Methods
1. Online Payment
Log in to WeChat Pay’s “Life Payment” to make your payment, or pay via the WeChat official account of “Chengde Heating Group Co., Ltd.”
Alipay
Log in to Alipay’s “Bill Payment” feature to make your payment.
Online banking
Make payments via the online banking services of Bank of China, China Construction Bank, and Hebei Bank, as well as through the mobile banking apps of Industrial and Commercial Bank of China, China Construction Bank, Chengde Bank, Hebei Bank, and Agricultural Bank of China.
Official website
Log in to the official website of Chengde Heating Group, click on “Quick and Convenient Payment” to enter the website and pay your heating bill.
Ji Shi Ban
Log in to the “Ji Shi Ban” app to make the payment.
2. Offline Payment Methods
Self-service terminal
Using your user payment card, go to the nearest Bank of Chengde ATM or self-service payment terminal at any branch to make your payment.
Counter
To pay your heating bill, you can either go to any service outlet affiliated with the Heating Supply Branch or any service outlet of Longxin Company in the High-Tech Zone, presenting your “User Payment Card”; alternatively, you can also pay at any service outlet of Chengde Bank nearby.
II. Payment Methods for Non-Residents
Non-resident heating users can pay their bills at the service outlets of the company in their respective jurisdictions.
After paying online, here’s how to collect your invoice:
On the Chengde Heating Group’s official WeChat account, go to [Heating Services] > [Service Hall] > [Invoice Management]. Depending on your payment method—either “Bank/Automatic Payment Device” or “WeChat Official Account Payment”—select either [Retrieve Invoice via Pickup Code] or [Retrieve Invoice via WeChat Payment] to obtain your electronic invoice.
Alipay
Users who have already paid and applied for an electronic invoice should search for 【Reifu Tong】, open the mini-program, tap 【Electronic Invoice】, then select 【Alipay Payment & Ticket Collection】 to receive their electronic invoice.
Heating Payment Window Operating Hours
The operating hours of all branch outlets in the urban area will be adjusted from September 13 to November 15, 2021 (with closed days on September 21 and October 1–5) to 8:30 a.m. to 4:40 p.m. daily. Branches will remain open on Saturdays, Sundays, and at noon without interruption. Bank branches will operate according to their regularly scheduled business hours (any changes to these hours will be announced separately).
Time for collecting the penalty clause:
Starting from November 16, a default penalty will be charged at the benchmark lending rate of the People's Bank of China for one-year loans, with the penalty amount not exceeding the principal amount of the heating fee.
Friendly reminder:
1. The Shuangqiao District and the High-tech Zone of Chengde City have achieved interconnected payment services. Residential heating users can conveniently handle payment transactions at any service outlet of the Heating Supply Branch Company or Longxin Company nearby.
2. Users with outstanding payment arrears exceeding two years should go to the service hall of the regional company under their jurisdiction to settle their bills.
