The prices of domestic heat meters have consistently been lower than those of foreign heat meters, and the primary reason for this is that domestic manufacturers have yet to overcome the challenge of ensuring accurate measurement across the entire range of flow rates—a critical technological shortcoming. For an ultrasonic heat meter to be classified as a Class 2 meter, it must maintain a measurement accuracy of Class 2 under any temperature or flow rate within its specified operating range. However, current domestic brands can only be considered “quasi-Class 2” meters—meaning they achieve Class 2 accuracy only within a narrow temperature range. Once the temperature variation exceeds this narrow range, their accuracy will significantly degrade. Domestic brands have now broken through technical bottlenecks in another key area, reaching new heights. According to Article 49 of the Law on Public Security Administration Punishments, anyone who steals, defrauds, loots, snatches, extorts, or intentionally damages public or private property shall be detained for between 5 and 10 days and may also be fined up to 500 yuan. For more serious cases, the detention period will be between 10 and 15 days, and a fine of up to 1,000 yuan may also be imposed. If a user steals large quantities of water, it constitutes the crime of theft, and not only will they face a monetary fine but also administrative penalties. Smart water meter manufacturers have also taken certain measures. Each time a meter is removed, its technical features will trigger an alert, making it immediately obvious during inspections and helping to curb the phenomenon of smart meters being hacked and stolen.
